More ADMINs (volunteers)

This idea start talking with Nadia P (http://99designs.com/users/56972).
I want her to admin, she finds out when somebody post templates and stuff like that. Me, as a user can report the design, but an Admin can Ban the users.

    I would prefer if it was just easier for ANYONE to report these things and based on the volume of reports the system could move the items to a moderation queue.

    This would be cool, but then everybody would most likley be an admin. That would be NOT cool.
