create a panel of judges to oversee copying complaints planned
Realise that there probably isn't enough human resources to cover this suggestion, but I'll suggest it just the same :-) This comes from the fact that 'copying' is becoming rampant and there are no penalities for doing so.
There is too much blatant copying of other designers' entries going on at the moment and there is no recourse open to the 'copied designer' . Once a designer gets a 4 star rating or great feedback from the contest holder, it seems to be a green light for all the copiers to make an appearance.
Have this happen to you once or twice, a designer may take it, but when it happens over and over, just isn't on, particularly when it's the same handful of designers who are the culprits.
A panel of 99d admin staff could moderate and decide whether a copying complaint is valid and if upheld, the designer has to remove their entry.

I just hope that the panel gets effective soon...I was so disheartened when I lost a contest ......to a "copier"after I had received 5 stars....and am amazed that even the CH noticed and mentioned on the main forum that it was a complete ripoff of my design. Every time I enter a contest I become extra ...EXTRA cautious that the "copiers" might strike in this contest too... :-(

I think most fair minded people can see immediately when a design has been completed ripped - it comes down to layouts / design elements, being copied after someone has received a 4 star rating for example (happened to me 2 times just yesterday :-(.

I hope this doesn't get taken too far, ive been yelled at for "ripping" someones design simply for having the same color navbar - blue
Id hope the panel can see the difference between using common web 2.0 elements and blatantly ripping. I would be very discouraged if any of my designs were removed because i used a drop shadow or reflection while another designer claims its his exclusive innovation

I agree 100%. And it seems to be getting worse with every contest I enter. I shudder when I see a CH give someone a 4-5 star rating and positive feedback. And Nadia is correct, it seems to be the same handful of designers that continue to rip others.
There's actually one designer here that uploads a small thumbnail as his entry and send the CH a link to the full preview. Now I know why.
