With the new health system the "holder has awarded x contests" maybe more in depth feedback for the contest holder, like eBay where the winning designer can confirm that they have been paid
Yup, that will come with enhancements to the guaranteed contests and prepaid contests system. Based on the users we have surveyed, it's actually pretty rare to not get paid if you have been declared a winner.

This is excellent. I have 2 situations like this (one is legacy and one is recent).

Very nice suggestion! And maybe the CH also needs an "eBay" thing, whether the designer has submitted designs after payment. This way, it's fair for both designer and CH.

I was one of the ones surveyed while still under Sitepoint where I had not yet experienced a non payment for my winning a contest; however, I have since not been payed for my two winning designs here at 99designs.

Thanks Lachlan, I did report the last incident - the CH was said to be banned. That is good, and I do appreciate all you guys efforts. However, on the CH's profile page beside "prizes awarded" it still shows that he awarded a prize for the contest, when in fact he declared me winner but never actually gave the prize; therefore, it is a false documentation shown. We need all stats to be accurate.

I do strongly believe that something needs to be built into the system that confirms payments and gives accurate contest stats of such. Perhaps within a CH profile page, instead of having a "contest awarded" stat, there should be "contest held", "contest declared won", and "prizes awarded" stats, or something revealing that when a contest is declared as won, rather or not it is "finalized".
