Require a deposit from contest holders
In order to discourage CHs from abandoning their contests, they would be required to make a 50% deposit, refundable if there are either no entries or fewer than, say, 10 entries. In the event that they do abondon the contest, the deposit could be distributed among the top star-getters, in a lottery of non-eliminated entries, or in some other way.

...or, because not every contest yields a desired design, the deposit can be 50% of the whole prize or $100 (whichever is less) and then if the CH doesn't want to use any of the entries he can choose a consolation winner to receive the deposit (or "minimum award").
