This is interesting to me, because I can't think of a time when we stopped a contest early with the exception of 1 currently running, but only because fast track went away and we didn't know it. You are right, it''s not fair to end a contest early. I think that the pause idea is good, and I think the rest could be taken care of with CH ratings.
Don't forget contest holders..some of us have been lurking around for a while too. I think any senior/active designer or CH would make a good Mod, as long as they are clearly qualified and impartial. One issue with moderators and copyrights, especially for works done outside the contest. Example: XYZ company has a logo, a designer copies the work and posts it, is the Mod to blame for not catching?
I see this as something that could be rolled up with the prepaid contests. As a CH, no matter how hard we try we sometimes get clients that drag us along, preventing us from declaring in a timely manner. I HATE when we can't declare a winner fast - it just makes us look bad, but it happens. We literally call clients daily and bug them until they decide. I say require a comment after 3 days.
We often invite folks to our contests as a way to get faster results. Love this idea and it's currently a bit of a pain.

I don't agree. Keep all the conversations open to prevent back door deals. I get offers all the time in PM's. I think keeping it open keeps it fair.
