I would love for this to happen!!! My only issue would be, that if it's limited to people who have only received 4 or 5 star ratings, the rating might have nothing to do with the QUALITY of the design, but the relevence to the contest it was originally entered in.
I would go one further and say that if a designer has come up with a design that someone else has used and then won, the person that came up with the initial idea should receive some compensation.
I completely agree. When you're dealing with a firm with a staff of designers, certainly you have a collaborative effort with the comibined desire to please the client. This is a contest website where yes, you want to please the client, but you are also trying to earn money for yourself. There is a lot of room here for people to steal designs from one another.
