hmmm this is a tricky one...ive seen this in action and i can tell who's copied.
The only way I can see this working and to remove the "judgement factor"...is that when a designer submits a proposal he/she can tick a box, "private" or "public". Private will only let yourself the CH view the design, whilst the rest can only view a grey box with private written across it.
Aren't the feedback visible to everyone?...therefore if you had submitted a design to which the CH has made some instructive comments you aswell as others can go back to your proposal and improve upon it.
Suck it up designers....you snooze you lose...end of.
I like the idea of this, it adds stability to the actual contest. However I've seen many contests where the submissions have been well below par. Im still amazed that some designers actually submit such work. So I can understand CH not paying out, they shouldn't be forced to pay. Possibly give an indepth comment to why this contest has no winner and to have an extension.

love this idea! there is a project that I would like to hold but would prefer to hand pick to designers.
