Contest Holder side: you want diversity. As far as the winning idea goes, there should be a certain amount of final polishing acceptable, after the contest is over.

The whole dilemma with design copying is just a simple matter of keeping all submissions hidden for anyone but the Contest Holder.
AFTER the competition is over, everyone can see all the submissions.
That's my 2 bits.
